Beginning of the 228 Incident - Outburst of People's Anger

Taiwan Shin Sheng Daily News' Reporting of the Course of the Incident of the Bloody Incident
Since the freedom of press was restrained then, the public marched to the office of Taiwan Shin Sheng Daily News and requested the press to publicize the news on the bloody incident. The chief editor dared not publicize the news, so the angry crowd dismantled the signboard of the press office. Later, the Director-General acquiesced to people's request.
Massive Protests
The crowd marched toward the Taipei City Monopoly Bureau and demanded that the criminal be handed over to the crowd. As the crowd misidentified the smuggling inspector as the police, they smashed the police station up.

At 14:00, people of Taipei City organized a rally assembly for the anti-tobacco smuggling incident and made a plea. However, the guards at the Executive Office fired at the public.

Tsia Syue-Hong advocated the formation of a new government
At 9:00 , an assembly was called forth in Taichung City (hosted by Tsia Syue-Hong), and the “People's Government” was founded.
Establishment of the “Commission on the Inspection of the Anti-tobacco Smuggling Bloody Incident”
At 22:00, the Taipei Municipal Assembly held an emergency meeting at the Chung Shan Hall and invited commissioners from the National Assembly, Provincial Assembly members, etc. to join this meeting. During the meeting, the “Commission on the Inspection of the Anti-tobacco Smuggling Bloody Incident” was established, and five requests were proposed.
Bloody Incident at the Taiwan Railway Administration
At 14:00 , civilians of Taipei City surrounded the Taiwan Railway Administration; the police fired at the crowd, killing 18 and wounding over 40.
At 17:00 , in front of the Bei Men Railway Administration, railway police fired at the crowd , resulting in massive casualties. Consequently, the situation worsened.
Chen Yi's First Response to the 228 Incident
At 17: 00 , Chen Yi made the first broadcasting for the 228 Incident at the Executive Office.
At 20:00 , Chen Yi announced that the order of martial law would be lifted on March 1 st March 1, but rally assemblies remained banned.
