| Relief Measures for the 228 Incident |
On March 21, the Executive Office announced the “Guidelines Governing the Pension and Relief to Government Officials and Educational Staff by Reason of the 228 Incident”, and the establishment of “Taiwan 228 Incident Contingent Pension and Relief Committee”, to deal with the applications for relief payment. Those were the measures taken by the government after the 228 Incident.
But no remedial measures were available to those of the general public who had endured injuries or bereavement, whether they originated from Taiwan or China. Remedial measures were only offered to the civil servants and teachers. Moreover, they were not meant to be compensation, but for relief only. The maximum relief payment was a mere 60,000 dollars, and moreover, it was not easy to verify the relief payment, so the granting of relief payment was unchecked. Hence, the relief payment so granted only heightened the public's sense of injustice and dissatisfaction. The total relief payment granted amounted to 42.24 million dollars. Furthermore, only civil servants were eligible for such relief payment; the fact that the majority of the affected originated from China led the public to misinterpret
the that only the non-Taiwanese are priviledged to the relief payments. All these undermined the efforts the government underwent for remedial measures, and failed to effectively soothe the public's discontent.

The 228 Incident led to social instability and casualties. Even after this incident, people's freedom were compromised due to the marital law . Many innocent citizens were arrested; their families and relatives tried every means to rescue them or find out their whereabouts .
On the other hand, after the National Government relocated Taiwan in 1949, the government commuted sentences for several minor convicts who were involved , in order to appease the public.

| The conciliation of the
historical wound |
After the Martial Law has been lifted, the government decided to confront the 228 Incident. They actively strived to reconcile the inter-provincial conflict and hatred between those of Taiwanese origin and those of non-Taiwanese origin, in order to pacify the historical wounds and promote harmony among different ethnic groups. In 1995, the newly erected 228 Incident Memorial was inaugurated at the 228 Peace Park in Taipei . Former President Lee Teng-hui apologized to the people, on behalf of the government, during the inauguration ceremony.
On April 7, 1995 , the President promulgated the“228 Incident Treatment and Compensation Provisions”. And then Executive Yuan set up the 228 Incident Memorial Foundation, pursuant to the stipulations of the“228 Incident Treatment and Compensation Provisions,” in order to handle the applications for compensation.
As for mental relief, the Foundation organizes a series of memorial activities, offers incentives to students, subsidizes teaching materials and publications on the 228 Incident, and organizes activities for family members of those affected by the 228 Incident, so as to consolidate the objectives of 228 Incident Treatment & Compensation Provisions. |
