Archives are important policy records of the government, valuable for administrative record keeping, legal certification, and historical studies. In line with the development of social democracy, the public's demand for the access to governmental administrative information gradually increases.   Pursuant to the stipulations of “Archives Act” and “ The Regulations Governing the Transfer of National Archives,” governmental permanent archives on storage at different governmental levels shall be transferred to the central archives' competent authority in the following year, after twenty-five (25) years upon the creation of documents. The transferred archives then become national archives.   Since the Taiwanese governmental archives are long in history and immense in volume, the central archives' competent authority – National Archives Administration –has only been recently established. Sites for national archival preservation were enthusiastically founded so as to provide the public with a sound environment for the viewing, copying, or duplicating of national archives. Before the establishment of national archives preservation sites, in order to promote public awareness of how the archival information could be utilized, to educate the public on appropriate application of these archives, to develop appreciation for the value of these archives, and to provide the public with customer-oriented services, the National Archives Administration has especially developed the “Virtual Archives” website, with the help of high-tech reality technology. Henceforth, the Virtual Archives will be the blueprint for the real National Archives in the future.
